The best budget robot vacuum without a mop is the iRobot Roomba 105 Vac with AutoEmpty Dock: LiDAR mapping, a sealed dock that traps 99% of allergens down to 0.7 microns, and 75 days between bag changes - with no water tank, no pad and no mop maintenance anywhere in the product.
There is measured search demand for exactly this and, when we surveyed the pages ranking for budget robot vacuum searches, not one had a dedicated page for it. Deliberately wanting less machine is treated as an oversight rather than a preference. It is a preference, and here is the case for it.

Four concrete reasons a vacuum-only machine is better
1. A bigger dustbin. The interior volume of a robot vacuum is fixed by its diameter and height. A water tank takes 150 to 300 ml of that, and it comes out of the dustbin. A vacuum-only machine of the same size holds more dirt, which means longer between emptyings and fewer runs finished with a full bin collecting nothing.
2. No pad to rinse and dry. A mop pad has to be removed, rinsed and dried after every mopping run. If you do not, it goes back on the floor next time carrying what it collected last time, and if you leave it damp in the machine it grows mold. This is the maintenance job people quietly stop doing after about six weeks.
3. No risk of a wet pad on your rug. Only one machine under $300 lifts its pad automatically when it detects carpet. Every other mop combo relies on you drawing no-mop zones correctly, and if you get it wrong the machine drags a wet cloth across your rug. A machine with no pad cannot make that mistake.
4. Fewer things to break. A water tank has a pump, a valve, tubing and a seal. On a machine built to a budget, those are four more failure points on a product whose expected life is a few years anyway.
What you actually give up
Honestly: less than the marketing implies, unless you were going to buy one of the two machines with an active mop. If the mop you were considering was a passive dragged pad - which is nearly all of them at this price - what you give up is a daily light dust-film removal on hard floors. That is pleasant and it is not the reason anyone buys a robot vacuum.
If you genuinely want mopping to mean something, do not buy a vacuum-only machine to save money; buy the Roborock Q10 S5+ or the Lefant N3, which are the only two that scrub. The middle option - a passive mop you paid for and stopped using - is the worst of the three.
The paradox in this category's pricing
Vacuum-only machines are not systematically cheaper, and often the opposite. Both Roomba picks here are vacuum-only and neither is inexpensive; the $108 Tikom G8000 Max mops. Adding a plastic tank and a cloth costs a manufacturer almost nothing and adds a bullet point to a listing, so at the budget end the mop is close to free to include.
Which means the vacuum-only machines that exist tend to be the ones from manufacturers who made a deliberate decision - iRobot on the 105 Vac, eufy on the 11S MAX - rather than the ones cutting corners. You are buying a design choice, not a stripped-out model.
